Which side of the house should exhaust vents be installed such as wind turbinesor roof louvers?

The best application is to mount the exhaust vents (roof louvers, wind turbines) on one side of the house (generally the back side of the house way from the street for curbside appeal).

The best application is to mount the exhaust vents (roof louvers, wind turbines) on one side of the house (generally the back side of the house way from the street for curbside appeal).  They should be positioned about 2-3 3 feet from the ridge. This will allow the exhaust vents to pull from the intake vents installed on both sides of the house. Installing exhaust vents on multiple sides of the house is not recommended because, depending on wind direction, one side of the upper roof could become intake (short-circuiting the system and potentially allowing weather infiltration). Keep in mind, sometimes it will not matter where the roof louvers or wind turbines are positioned because it may not be the actual windward side of the house. This is why Air Vent always recommends a ridge vent whenever possible. Ridge vents are always at the highest point in the attic and ridge vents are always an exhaust vent independent of wind direction.
