Will a constant strong wind affect the performance of a power vent?

The wind can affect the performance of a power fan.

Power vents are affected by the wind. When the power vent motor is off (not running), the vent becomes a roof louver. Similar to roof louvers, the non-running power vent will exhaust air if on the leeward side and pull intake air if installed on the windward side. When the power vent turns on (motor running), its function either will be helped or hindered depending on the which side of the roof it is on relative to the wind. Mounted on the windward side the power vent?s performance will be reduced; on the leeward side its performance will be helped. In both cases the power vent will be an exhaust vent when on (motor running).
