For the Miami Dade County testing was intake ventilation accounted for?

Here is some information about Miami Dade County testing.

The Metro-Dade County rain infiltration test requires that 8 in/hr of simulated rainfall be driven at a vent for 15 minutes at 35 mph; 15 minutes at 70 mph; 15 minutes at 90 mph; and 5 minutes at 110mph. The testing is performed on a test stand approximately 8 ft wide and 6 ft long. The stand can be changed to sit at different pitches and angles. Intake ventilation is assumed balanced because the underside of the test stand is fully open. All vents that have passed the test were exposed to the same conditions and used in the same manner.
